Milwaukee Journal Sentinel: Tom Tiffany’s Record in Congress Shows Consistent Backing of Trump

MADISON, Wis. — Reporting from the Milwaukee Journal Sentinel details MAGA Congressman Tom Tiffany’s extreme record in Congress. Congressman Tiffany is a member of the Freedom Caucus whose members were dubbed “legislative terrorists” and backed extreme measures including overturning the 2020 election, a national abortion ban, cost-raising tariffs and cuts to healthcare.

  • Republican governor candidate Tom Tiffany rarely broke from President Donald Trump throughout his time in U.S. Congress, including votes to back tariffs on Canada and overturn 2020 election results — a conservative track run that strays from the more moderate stances he’s taken on the campaign trail.

  • Since he started representing Wisconsin’s 7th Congressional District in 2020, Tiffany has consistently held a steadily fiscally and socially conservative voting record on issues like same sex-marriage, gun control laws, the Covid pandemic and the war in Iran.

  • That’s remained true throughout this current U.S. Congress term, where an analysis of 2025 votes found Tiffany voted with Trump 99% of the time. He is also currently a member of the House Freedom Caucus, which is regarded as the most conservative bloc in the chamber, an HFC spokesperson confirmed.

  • Heritage Action, the conservative advocacy organization which rates members based on votes and bill co-sponsorships favorable to the group’s positions, gave Tiffany a highly favorable 96% lifetime score. The group is associated with the right-wing think tank who wrote Project 2025, a highly contentious policy proposal that Democrats ran against in 2024.

  • His website does not list his membership on the House Freedom Caucus or the Border Security Caucus.

  • Since he joined Congress in 2020, only one bill sponsored by Tiffany has become law, although it’s challenging to get any bill over the finish line in what’s likely to be one of the least productive Congresses in decades. In such an unproductive environment, votes become even more meaningful, since there are fewer opportunities to get U.S. lawmakers on the record opposing or supporting certain hot topic issues.

  • Tiffany’s office did not respond to questions about his previous voting stances and whether he’s changed positions over the years. They also did not address questions about bills he has helped pass or his membership in the House Freedom Caucus.

  • Over the past year, Tiffany has voted five times against resolutions that would bar Trump from continuing military activities in Iran without congressional approval. That’s despite his campaign trail comments that “it’s time to wrap things up in Iran.”

  • He also voted down a Democrat-backed resolution aimed at reversing Trump’s tariffs on Canada — a proposal that only a handful of U.S. House Republicans supported.

  • Largely in the 119th Congress, which runs from 2025 to 2026, Tiffany has voted with Republicans on the party’s One Big Beautiful Bill, which the GOP is now calling the Working Families Tax Cuts.

  • Tiffany and others tout its provisions that created a tax deduction for qualified tip income and overtime work, as well as rural healthcare funding. Democrats, however, cite the bill’s major cuts to federal healthcare and nutrition assistance benefits spending over 10 years.

  • Tiffany voted against a bill earlier this year that would reinstate now-expired pandemic-era premium Affordable Care Act subsidies for another three years. He voted for a follow-up measure to the OBBB, which provides $70 billion for Immigration and Customs Enforcement and Customs and Border Protection.

  • Early on, Tiffany votes down conservation bill, COVID relief and 2020 election results
  • Tiffany joined U.S. Congress in the early days of the COVID pandemic after he won the 2020 special election to replace then-U.S. Republican House Rep. Sean Duffy. At the time, Democrats had control of the chamber.

  • In the summer of 2020, he voted against a Trump-backed bill to establish a permanent funding stream for public lands and national parks, which became law despite his opposition. Many Republicans count the bill as a landmark conservation win.

  • On the campaign trail, Tiffany said on Sept. 22 he would support reauthorizing Wisconsin’s popular Knowles-Nelson Stewardship program, which focuses on land conservation. He declined to say how much money he would put into the program, but said the focus needs to change from buying land to maintaining its current properties.

  • He also voted against two COVID relief proposals, the second of which became law. The first, which carried a $2.2 trillion price tag, was widely opposed by Republicans. The second, which provided $900 billion in COVID relief, didn’t receive support from other Wisconsin Republicans in Congress, either.

  • At the start of the 117th Congress, which spanned from 2021 to 2022, Tiffany voted to object to counting electoral votes in Pennsylvania and Arizona, which supported Democratic president-elect Joe Biden. He later said he would have objected to the results in Wisconsin, which showed Biden won, but the Jan. 6, 2021, U.S. Capitol insurrection disrupted voting on the matter.

  • During that time, Tiffany voted against bill aimed at securing the federal right to seek an abortion and protecting access to contraceptives, in line with other GOP members from Wisconsin. He also voted against a bill to enshrine recognition of same sex marriages, which became law.

  • Tiffany voted down a package called the Bipartisan Safer Communities Act, which aimed to address gun violence by increasing criminal background checks and mental health services, among other provisions. Biden signed the bill into law in 2022.

  • “Try as he might, Congressman Tom Tiffany can’t run from his extreme, cost-raising MAGA record,” said Emily Stuckey, spokesperson for the Democratic Party of Wisconsin.

  • “We can’t afford to let the fox into the henhouse and let Congressman Tiffany continue to meddle in elections and deliver tax breaks for billionaires at the expense of hardworking Wisconsinites.”
